How I can get my Cairn Terrier 6mth to stop barking?

We live in military housing so that our yards are connected with neighbors and limited .. I just bought the 'birdhouse outdoor dog bark control "by PetSafe, yesterday – barks, growls and barks more .. I know it like high-pitched noise, but I'm beginning to think that my dog is smarter than the aviary! He says to wait two weeks, but does not seem to do anything and I'd rather get a refund of what to expect .. I grew up with dogs and have trained many, but never was a terrier. I have two Cairn Terriers and run a Meetup group Cairn Terrier. I'm Sorry, you are doomed to failure. They can be fairly easily distracted (ie, if you can get your attention!). Try to fill a soda can with coins and tape the top closed. When the dog barks inappropriately shake the can near him. Can not shake it for other behaviors, nor has it all and randomly agitated. Save this for when you want to draw your attention and distract him.
